I have the honour to transmit for your informa-

tion the enclosed copy of a Report presented by a Select Com-

mittee of the Sanitary Board and adopted by a majority of the

Board at a full meeting, together with a copy of a Report by

the Medical Officer of Health, into which the Select Committee

had been appointed to enquire, dealing with the necessity for

an Assistant Medical Officer of Health and an increased staff

for the Sanitary Board.

2. It will be seen that the additional staff

recommended, besides an Assistant Medical Officer of Health,

consists of three first class Inspectors and two second class

Inspectors of Nuisances, whose services would be mainly employ-

ed in connection with over-crowding, house-drainage, and the

prevention of food adulterations; also of a Chinese foreman for

each of the Drainage Inspectors, at a salary of $10 rising to $12 each per mensem; also of a new Chinese Clerk at $40.

It is

also recommended that a temporary Portuguese Clerk who has been

employed since April 1895 should be placed on the permanent

staff.
