can be carried forward in the Estimates, and he appears
also to forget or ignore that part of my speech at the re-
assembling of the Legislative Council on the 11th October
in which I made these remarks: As the financial statement
accompanying the Estimates will show, I hope to have at the
end of the current year, including a balance in round figures
of $90,000 brought forward from last year, a surplus of about
$400,000 over the actual Expenditure, which will justify me
in submitting to you votes for further expenditure upon those
works that appear in the Estimates or for such other pressing
works as have been approved by the Public Works Committee."
10. Paragraph 5 The staff of the Public Works
Department is under consideration, and you have already intimated
that this matter must remain in abeyance until you
have had an opportunity of considering the Estimates for 1900.
11. Paragraph 6. The list of Public Works
for which expenditure has been provided in the Estimates was
arranged with a view to importance and urgency. It should be
remembered that many of these works can be carried on simultaneously.
