Out all works connected with Sanitary improvement. We might express a hope that this Insanitary Properties Ord: will be rigorously worked & will be of much assistance in remedying the evils of which Mr W. complains.

The water supply is at present intermittent at the crucial moment when plague visitations may be expected; the improvement of the water works should receive an early preference.

Para 11. As to the G.P.O. Law Courts I can add nothing to my minute on 35917.

In acknowledging this read the gov's also a copy of the covering letter (766) under which Mr Whithead separately forwarded a copy of his protest & ask the govr to point out to him that in accordance with Rule he should not have addressed the S- of S- except through the govr.

The covering letter, on which under the circs we should I submit make no comment, is not uninteresting - Mr Whitehead criticises the details of the design for the new Law Courts prepared by the Consulting Architects to the C.A.

It will be remembered that the original decision as to the new Gov't buildings was (see 11352) that the Consulting Architects to the C.A should be employed. That decision was modified by Despatch on 14581 approving of the designs for the P.O. being prepared locally.

See 766, T.C.M. 25/1 & also minutes on Estimates on 354.

? Proceed as proposed above, embodying the ref's in dist. to be written on 35917/5.

I think a short para in the despatch on 3591 will be sufficient.
