The reply to Mr Whitehead's protest I think should be on much the same lines as the reply to the other Unofficial members.
Up to para: 3 h of the protest what you say seems to me to suffice.

As to §.4.109 12 perhaps somewhat more stress should be laid on the necessity for carrying ...
