Sir,

With reference to your despatch No. 41 of the 25th February, 1896, and previous correspondence, I have the honour to transmit for your information the enclosed copy of a letter from the Consul-General for the United States of America on the subject of the lunatic Stella Donnelly.

2. This woman has been in the Asylum for nearly five years and has cost this Colony a considerable sum of money as she has suicidal tendencies and has to be watched night and day.

3. I enclose for your consideration copies of reports by the Principal Civil Medical Officer on the subject, and have the honour to request that you will be so good as to cause arrangements to be made for her transfer to England in accordance with his suggestion.
