The present position of this question is
1. that T.O. have approved of Sir H. Blake's inviting cooperation of the Viceroy of Canton (now Li Hung Chang) in purging the West River of Pirates (see 32958)
2. The Chinese appear to be trying to deal with
the matter themselves
It is to be hoped all this outlawry
may be quelled
without recourse to the drastic measures advocated
