approval Expenditure somewhat in excess of the Estimate is required, provided the Colony possesses Surplus balances out of which such excess can be met. This is distinctly implied in para. 25 and 26 of the instructions for the preparation of Colonial Estimates enclosed in my predecessor's circular despatch of 4th February 1890. It is of great importance that the Governor should have before him at the time the whole financial position of the Colony, instead of having separate estimates for additional expenditure.

Expenditure constantly being submitted has been the case in the last few months.
8. When next year's Estimates are prepared - this should be done early in the Autumn, all Heads of Depts should be given clearly to understand that they must then put forward their full schemes of Expenditure & that when once the Estimates have been passed they must not expect any Supplementary votes to be brought before the Leg: Council or sanctioned by the Governor except in the event of absolutely unforeseen emergency.
