have not been placed

upon the Estimates but will have

to be met by a Supplementary

Estimate, & I desire to confess

that the Annual

Estimates should always include

the total Expenditure, so far

as it can

by any

means be

anticipated & I hope to explain

with reference to your remarks

in your speech to the

Council enclosed in

your

Despatch under ack't that it

is not absolutely necessary to

confine

the Estimates of

Expenditure there is no

objection

to the Govt submitting in

the Estimates for the S of S
