2. I approve the Estimates accompanying that Despatch subject to the modifications specified in Despatch noted in the margin, & to the following observations.

3. But I have to point out that the financial position of the Colony has been altered considerably since the Draft Estimates were compiled.

4. I learn from your telegram of the 19th ult that the Revenue for 1899 exceeded the Estimates by $255,000 (see No 258, 15 Nov 99, No 259, 16 Nov 99). And in your Despatch no 269 of the 21st Sept last, it was formerly furnished by you that the Revenue for 1899 exceeded the Estimates by $175,000, and the Expenditure (including the Debt expenditure in England, the amount of which I have ascertained from the Accounts) also exceeded the estimated Expenditure by about $140,000. I should be glad to be informed under which heads these increases have occurred.
