The Comptroller and Auditor General has had under consideration your letter No.51 C. & A. G. 09/99 of the 25th August last on the subject of the assessment of the Military contribution payable by the Colony to the Imperial Government, which is now based on the gross revenue received, without allowing for certain refunds of revenue for which specific provision is made in the annual Estimates.
2. In reply I am to state that the Comptroller and Auditor General is of opinion that for the purpose of assessing the Military contribution the correct course would be to base the assessment on the net revenue available for Colonial purposes, after deduction of any refunds or adjustments whether charged above or below the line.
