I have the honour to transmit for your

information the enclosed copy of a letter from the Acting

Consul-General at Shanghai and to state that the lunatic

Edward Wallace is at present confined in the Asylum in this

Colony.

In connection with this case I would

refer you to Lord Granville's Despatch No. 26 of the 5th April, 1886 and previous correspondence, and beg to suggest

that directions may be given that all expenses incurred by

this Government on account of the lunatic in question may be

defrayed out of the Consular Vote.
