Sir,
I have the honour to acknowledge the receipt of your despatch No.186 of the 12th September, regarding the case of Mr. Ng-Kwai-Shang, Second Clerk in the Magistracy.
With regard to paragraph 2 of your despatch, Mr. Ng-Kwai-Shang was made aware of the condition as to re-employment on October 16th when he received his pension papers. His statement in paragraph 5 of his memorial dated 17th May last that he was not supplied with his pension papers after he had left the service is incorrect. He was supplied with the pension regulations on the 16th October and he has been allowed to retain all the advantages of his commercial engagements into which he had entered before that date, i.e. between the date of his temporary retirement and the 16th October. He raised no objection to the conditions of his retirement on pension until called upon to rejoin the service in 1897.
