5. When I wrote my letter to Major-General Gascoigne, I had been informed that two members, other than Chinese, having been appointed by the Governor, viz. Mr. Osborne and Dr. Clark, I had no power to appoint another. I now find that while Dr. Clark was appointed by my predecessor under the Ordinance of 1887, Ordinance 9 of 1895 gave power to the Governor, in case that no vacancy existed at the Board, to appoint the Medical Officer of Health as a member. I have therefore directed Dr. Clark to resign and have requested Major-General Gascoigne to submit the name of a Military Officer whom I shall appoint. I have also directed that two Chinese Gentlemen shall be appointed; that notice shall be given in accordance with the Ordinance of 1887 for the election of two members, and that Dr. Clark shall be reappointed under Ordinance 9 of 1895.
