Before coming to that criticism of the customer, it is necessary to recount when and how the territory was rendered non-productive due to a certain modification in this order in Council, and cured.
2. The Proclamation bringing into operation the mining ordinance, which was dated 20th Oct. 1898, in Council was duly published on the 16th April book, and the Leased Territory accordingly commenced its occupation.
253. From that work an antiquated system of trucking was effected. The occupation of the new Territory, however, was altogether pacific in manner; local disturbances ensued which, if not encouraged or connived at by the Viceroy of Canton, ought unquestionably to have been prevented.
