Report on Ordinance 2 of 1899.
I have examined the accompanying Ordinance, entitled
"An Ordinance for the Naturalization of Lo Khin Ting, alias Lo Fo, alias Lo Ching Erin, alias Lo Fai Fui."
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
