inspectors of police would all of them be so qualified. The constant and frequent exercise of this duty, would tend to interfere to a great extent with

moreover,

their ordinary police duties.

5. In this connexion

I may also point out

that the Registrar General is the officer

charged

with the execution

of the law for the protection

of women and girls; and

therefore not

it seems

unlikely that a conflict

of authority might arise between the two Departments, if the duty of inspecting brothels were

divided between them. As the clause is at present worded, the officers of Police would be in no way

subordinate to the

Registrar General.

opinion that in

the amended

clause 30,

where the words "generally authorised" occur,

the words "specially authorised" should be substituted.

This clause as it stands does not seem to allow of the appointment of a special officer, who might be

required in a particular case.
