The Tung Wah Hospital has already been granted an all-sums subsidy of $12044. I think this should be allowed. If we give them a site, they will lay out $30000. My principal doubt is that for plague, I think temporary matsheds to be burnt when used may be better than a permanent building.

I have the honour to transmit for your consideration the enclosed copies of letters from the Chairman of the Tung Wah Hospital, applying for the grant of a site for an Infectious Diseases Hospital.
2. As it is desirable to encourage the Chinese in their efforts to approach the Western system of Hygiene, I recommend that the site be granted and that a reply be sent by telegram for the reason stated in the Chairman's first letter.
