Sir,

With reference to your despatch No.177 of the 1st ultimo, I have the honour to state that the appointment of the Assistant Superintendent of Police recommended in my despatch No.173 of the 7th of July last was intended to be in addition to the appointment of Mr Hallifax to be Assistant Superintendent of Police, and that I have accordingly made provision in the Estimates for the coming year for 2 Assistant Superintendents of Police.

2. I have been obliged now to appoint Mr Hallifax to be Police Magistrate in the New Territory, as there was no other officer with knowledge of the Chinese language, an absolutely essential qualification available, and the appointment at an early date of the Assistant Superintendent recommended to be obtained from India becomes therefore a matter of urgency.

3. The Captain Superintendent of Police informs me that he has been given to understand by the Indian Police Officer mentioned in his minute of the 1st July (copy of which accompanied my despatch above referred to) and from some of
