Superintendent of Police for the New Territory should be appointed at a salary of $3,600 to be selected from the Punjabi Police —

Before

approving that proposal we asked for further confirmation which is here supplied. The

The Governor now wants this Indian Police Officer in addition to Mr. Hallifax,

that he wants such an officer be appointed instead of Mr. Hallifax, because Mr. Hallifax has now been appointed Magistrate for the New Territory; and although on the Draft Estimates (p.39) provision is made for two new Asst Superintendents, it is explained by a footnote that

one of these Officers is required for the New Territory

& the other for Victoria.

I submit that we should approve the proposal in para 4

to

on the terms proposed

appoint an Assistant Supt of the Gaol

I that in case

of

the Police Dept being the ablest, the Supt & Deputy Superintendent of Police being thus relieved

of part of their duties we have sufficient

reason for appointing

and

reason has been

an Asst Supt for the Town of Victoria, that one Asst Supt will be sufficient for the New Territory.

For this last appt I submit that a passed cadet should

be appointed, who should be

required to learn Mandarin,

of $1200

at a

commencing

Salary of $2400. I do not see any necessity for confirming I shall send Officer from the Indian Police for the post which course has not been found necessary

in the Straits Settlements where

they also have Indian Police, and I see special

objections to getting

to if we

get an Indian Police Officer in getting him for $3600

the reasons are that;

there

Incremental

other Salary

(X)--12435-2000-1-99 1619-2000-4-99

would be little chance of promoting him in the Service, though not an absolute

bar where the cadet service

has a prior claim to outsiders—

The Governor has appointed Mr. Hallifax, a very junior Officer, to be Magistrate in the New Territory; using reasons Expenses but I gather from para 6 of 2009h that this appt must be merely temporary

? On this point I reply that as

the case of his successor

is not submitted for approval by Chamberlain

it assumes

that it is

merely

a

temporary arrangement

& that he will later

recommend

a

more experienced Officer for this important

post.
