Government House,
Hong Kong, 12th October, 1899.
In reply to your despatch No.178 of the
1st ultimo, I have the honour to inform you that the
estimates of revenue and expenditure for 1900 given in
my despatches Nos.116 and 165 of the 12th May and 30th
June last were only to a certain extent reliable as I was
not then in a position to fix with accuracy the financial
position for the current year.
You will however have learned more accurately
the state of the finances of the Colony from my despatch
No.269 of the 21st ultimo, transmitting the draft Estimates for next year.
3. As regards paragraph 7 of your despatch,
the overdraft was entirely on account of purchase of
The Right Honourable
JOSEPH CHAMBERLAIN, M.P.
