Hails by Non-Contract Steamers.

We are glad to notice that your Postmaster has adopted the arrangement suggested by the Indian Post Office for payment to be made for the carriage of letters in non-contract steamers. The arrangement appears to be very satisfactory and we can scarcely doubt it will work well.

We are also glad to see that you have arranged that the same system of payment should be adopted in connection with any letters carried between Hongkong and Japan.
