I may mention that 15 francs per kilogramme is about 3 cents per half ounce letter. This plan of computation gets rid of the anomaly of paying no more for a letter weighing several pounds than for one consisting of little more than an envelope.

I would suggest that the two contract and two non-contracts mails which will be despatched in November next, viz., on the 7th and 21st, 14th and 28th, be selected as the basis of statistics. Perhaps I should add that this system of statistical observations, as they are called, is now in force all over the world.
