It is desirable that a uniform practice should obtain, both in India and here in regard to this matter, and I propose, with your consent to adopt the procedure suggested to me by the Indian Post Office, which, I may mention, will be more advantageous to your company than the payments to Commanders mentioned above.

The arrangements suggested by the Indian Office are these.

(a) 1st, 1888.

(b) Payments to Commanders to cease from April. From that date each office, (i.e. Hongkong or India) to be responsible for payments on the correspondence it despatches.
