Without a better make, not sent in the first instance and sent forward herewithin (1) the large map of the new Territory prepared by the War Department and (b) a copy of the Admiralty Chart of the area showing the place at which it has been proposed to erect a pier is Sha-u- (the former church), shown by a blue cross, and I have also marked with blue pencil the portion of the boundary which is described at 4627 of the Macao 79 following the line of high water mark. The land boundary is marked between the others with red pencil.

We are unable to guess why the time of high water mark was selected as the boundary; it would have been better if as much of such waters as the tide limit allowed were included in the cession. The discussion between the Commissioners throws no light on this point, as it is almost wholly confined to the question of the land boundary between China and the new Territory.

I enclose herewith further papers which will prepare the way for the negotiations between the Commissioners.
