mentioned amongst some friends, the intention being that, if the pier was erected, this Co., which would then be properly formed, should erect it. One mention was made to me of six partners; but no names of the six, if such there were, could be stated.
I have been assured positively that it was only friends who were to belong to it. They did not want to have those in it who had had disputes with them.

In view of the passage marked A in Mr. Bruce Shepherd's minute of the 7th ultimo, I think that we are justified in running the risk of anybody contesting our right to grant permission to erect a pier upon the foreshore.
I would suggest, however, that the applicant be granted permission to erect a pier at a suitable rent, instead of
