on board. The renewal of the right of calling at all inland
ports of call would afford a safe means by which passengers
and merchandise could be conveyed to and from Canton and
other ports on the West River. It is a simple solution as much
in the interests of the Chinese Government as of our commerce,
for it cannot be otherwise than dangerous to the Chinese Go-
vernment to have a large number of pirates and robbers rapidly
increasing by success. It is out of such a state of unrest
and insecurity that rebellion springs. I hope that the proposal
may be pressed upon the Chinese Government, and that it may be
induced to realize that the carrying out of the original In-
land Steam regulations would go far to restore confidence and
security to the Chinese and Foreign Merchants trading on the
West River,
