In reply to your favour of the 9th inst.
I beg to inform you that nothing concerning the question
raised in the copy of the despatch sent to you by Mr Van
Aalst is known to me. The Russian stamps are sold in
Shanghai, as before, at the same price, without reduction
for anybody.
