received from Peking and venture to ask if your office
is amongst those referred to.

I do so as such sale, as that indicated,
appears to be an evasion of the spirit, if not of the
letter of Sec.3 of Art. 17 of the Washington Convention.
The matter has been referred to London and will doubtless
be considered at Berne.
