Having certain Foreign Post Offices established in Shanghai offered conditionally to supply their postage stamps to the Imperial Post Office at thirty per cent (30%) discount, I am directed to enquire whether the Hongkong Post Office would consent to grant a similar reduction to the Imperial Administration.
