I have placed a marker in the part of this file in which is my minute, dated 14/2/99, in which I dealt at considerable length with this question.
You will see from it that I suggested the passage of a short Bill through the Council transferring the fund from the Jubilee Committee to the Colonial Treasurer and indemnifying that Committee from the claims of any persons upon them in respect of the fund or the application of the fund, and that I suggested that the Bill should contain a clause providing for the refund of their money by any subscribers, who dissented from the scheme as altered, with interest.

This is a proposal to remove the fund from the trusteeship of the Jubilee Committee. This I am not prepared to do at present. The Committee are, I understand, about to appeal to the Secretary of State on the question of the Mount Davis road.
