Submitted. I think it would be well to bring this matter before Executive Council. I agree with the Attorney General that it would be a pity to send this matter home without attempting to settle it locally.

Send the papers to the Acting Attorney General but I think I have already suggested this solution. I certainly did in conversation with Sir T. Jackson. I think the Committee are determined that if the Mount Davis road be not made the money shall remain on deposit and await further developments. Personally it is a matter of indifference to me where the road is made. I am entirely guided in my refusal to sanction by the Military advice, and in my opinion the Colonial Office will not interfere especially as it would mean more forts.
