Hon. Colonial Secretary,
In view of the dead-lock which has arisen in the above matter, may I be permitted to respectfully draw attention to the fact that I wrote a minute several months ago, in which I suggested a method of getting over the legal difficulty by offering the return of their money to any subscribers who objected to their contributions being applied to any part of the road round the Island except the Kennedy Town and Aberdeen section.
If you will send me down the papers, I can put a marker into the place where the Minute is, which I am referring to.
It would appear to be a very great pity that the Secretary of State should be appealed to, as it ought not to "pass the wit of man" to settle this matter locally and amicably.
