[30 OCT 99]

The Committee, being trustees of the money, will not draw on it to pay for any portion of the road except that between Kennedy Town and Aberdeen in a westerly direction. The deadlock must continue until the Committee yields.

His Excellency

Major-General Gascoigne.

I shall be glad if you will kindly look over these papers. To my mind the question is purely a Military one. After you have had an opportunity of seeing the position I shall be much obliged if you will kindly let me have your views. It is to be regretted that Major-General Black did not realize the Military disadvantage when the road was projected.
