The Committee will not recede. I submit that the Attorney General should advise whether the action mentioned at (a) of my minute of 29-11-98 can be carried out, if it cannot be, then the matter might be submitted to Secretary of State as per (c) of the same minute.

The result of the action of the Committee will be that nothing will be done in the matter of the Jubilee Road.

The scheme as proposed does not necessarily involve the first section being that from Kennedy Town to Aberdeen. On the contrary, the surveys were made the other way round. Would it not be well to begin the road from Shaukiwan, and leave this question to be settled when the road reaches Aberdeen. The Governor and I will both have had time before then to fully consider the question of Mount Davis sea level vs Pokfulam Road by that time. Put this to Mr. Chater.
