Shaukivan and Aberdeen should be constructed, and the laying of Lanes section postponed, I annex a copy of this letter. I attach a map of the detailed plan on which I show distinctively, the existing carriage road, the Jubilee Road as traced divided into three sections, and figures the cost of each section per mile.

In conclusion, I venture to quote as follows from Major General Black's farewell address to the Legislative Council:
"A survey of the Jubilee Road round the Island has been made. It has been traced with ease and good gradients and offers in the section between Aberdeen and Deep Water Bay an important sanitary improvement, for part of the scheme is to fill up and thereby abolish the festering inlet to which the leading medical men of the Colony point as the source of Malaria."
