It occurs to me that the wishes of the majority of the subscribers should be carried out, provided they are not vetoed by the Military Authorities. To ascertain the opinion of the subscribers, a public meeting should be called, and with regard to the Government grant of the majority of the sum, the opinion of the Legislative Council who voted the money should be taken.
