I am directed to transmit for the information and consideration of the Jubilee Committee the enclosed extract from a letter addressed by Major-General Black, C.B., to His Excellency the Governor urging certain Military objections to the proposal to carry the Victoria Jubilee Road round Mount Davis on the seaside.
