29. In this connection it is interesting to repeat a quotation from General Black's letter in support of his own proposal which was made use of by the mover of the Resolutions of the ... to the April, 1899. It follows:-
"Roads are the precursors of progress and civilization; they distinguish a rising from a barbarous state. Roads for recreation and health are our great wants in the island."
30. The members of the Committees therefore ask you, Sir, on behalf of the Subscribers to the fund and the Community generally, whom the carrying out of this scheme will undoubtedly be of great benefit, to give their appeal your consideration and if possible, to endorse the approval which was expressed when the proposal was first laid before you.
