I trust, therefore, that His Excellency may, under the circumstances, be pleased, once more to endeavour to move the Right Honourable the Secretary of State for the Colonies to substantially increase my salary to a degree commensurate with the enhanced and daily increasing importance of the Department, and with the unusual, and extraordinary labours imposed on me in resuscitating a department that had become so discredited as to require such new and unusual conditions to be imposed on the appointment of the officer charged with its rehabilitation.

Postmaster General.
