19. I have admitted, that with the Department, in the state it was in, when I took charge, the whole time of the head, was constantly required for improvement and reorganisa-tion, and I admit it is still necessary; but I respectfully submit, that when a Department, has been allowed to sink into such a condition, it is not fair, that the person on whom devolves, the unusual and heavy labour of reorganising it, should be paid, practically less, than his predecessors.
20. If a man cannot hope for promotion, it is but natural that he should look for better remuneration.
21. Three years ago, before I was aware of the state of the Department, I solicited my present appointment; since then I have repeatedly asked for a transfer to another Colony in some executive appointment.
22. Now that I have been appointed to this heavy task, and by the terms of my appointment shown; that my later application cannot be entertained, I earnestly hope for a more favourable reconsideration of my petition of the 29th.
