14. These are some of the difficulties I have had to face and I very respectfully submit, are not the usual conditions one has to reckon with on taking over a new appointment.

15. On the organisation of new departments, and I submit the Post Office may now practically be considered a new department, it has been customary to pay the organiser a substantial salary.

16. On the inception of the Imports and Exports Department, some 12 or 13 years ago, the then Clerk of Councils who was entrusted with its organisation was paid double the salary of the Assistant Harbour Master who succeeded him.

17. I did not ask for an increase of salary simply on the grounds of hard work; but because I feel keenly the humiliating conditions attached to my appointment. For five years, to be debarred from all acting appointments, shuts me out completely from any promotion, as surely, as if I were deservedly under censure. Five years hence I shall be 52 years of age, what construction can any future Governor put on my having been repeatedly passed over for younger men but that I was incapable?
