Hongkong, 13th September, 1899,

I have the honour to acknowledge the receipt

of your letter No. 1483 dated 5th instant and I note with very

great regret, that the Right Honourable the Secretary of State for

the Colonies, had been unable to see sufficient grounds, for modi-

fying the conditions under which he approved of my appointment

as Postmaster General.

I venture once more to approach the Right

Honourable the Secretary of State on the subject, through His

Excellency the Governor, and therefore respectfully ask, that you

will be good enough to lay this further letter before His Excel-

lency, who I trust, may with the additional facts, hereafter set

forth, see sufficient reason, to make a further, and stronger

representation, on my behalf.

Should I, in my endeavours to make a strong

case, appear somewhat to deal in personalities, I ask pardon for

so doing, as the subject matter is of vital importance to me and

it is necessary that I should omit nothing, pertinent to the case.
