I have the honour to submit herewith for your approval the Estimates for 1900, with notes by the Colonial Secretary, respecting the various items that seemed to demand explanation. The Estimate of revenue from the New Territory is very moderate; but the registration of land and collection, for the first time, must be a slow process, especially as our system is so entirely different to that by which money has heretofore been extracted from the Chinese.
I propose to introduce the Estimates at a meeting of Legislative Council next month.
