S.S. "Tartar.

Dear Sir,

You are likely to experience some trouble when you undertake to clear your ship through the Harbour Office.

The following is a copy of a private note just received from the Harbour Master :-

"My Dear Brown, I think I might let you know that I have had a letter of complaint that the Tartar has an excess of passengers on board, and if this is so I shall have to refuse her clearance. Her passenger certificate is for 1374, reduced to 741 for lifesaving appliances."

You had better, either yourself, or have someone representing the American Government, interview the Harbour Master and do what is necessary.
