Liu Kung Tau, to obviate as much as possible the complaints

as set forth in the local prints (cuttings attached), but

having no Agent there, registered matter, the most important

part of the mail, could not be sent direct. It has to go via

Chefoo through the Chinese office.

The sale of Postal Notes by an Agent would be a boon

to the Fleet and Garrison and an additional source of revenue

to the Agency.

all our British Agencies in Chinese ports so there would be

nothing strange in our setting up a British Agency over against

a Chinese Post Office in British leased area.

Should the Government sanction the appointment at

$35 a month of an Agent at Liu Kung Tau he will have been doing

the work of distributing the mails for some time, and the people

will have become familiarised with sending for their own letters.

The bulk of ships calling at Liu Kung Tau are British.

The advantages of an all British route need not be dwelt upon

now.
