Your Excellency:
Hong Kong, 30th June, 1899.
I now have the honour to submit for Your Excellency's consideration the amended scheme for the Hospital and Nursing Institute, which it is proposed to erect in commemoration of Her Majesty's 60-years' Reign.
2. As the scheme was inaugurated before Your Excellency's arrival in the Colony, it may be well that I should briefly state what has taken place with regard to it.
3. From the outset it was arranged that the Government should furnish the site and should take over the management of the Hospital when built, carrying it on on the same footing as the Civil Hospital, and the first site offered by the Government was in the grounds of the Civil Hospital.
4. In October, 1897, designs were invited from local Architects in competition for the Hospital on the site referred to.
