The strength of the Water Police, who will operate by means of two patrol launches and one pinnace (the latter being stationed in Mirs Bay), is the same as originally estimated by me. I have increased the actual number of men required on land and water by 10% to allow for men sick and on leave.
5. The area to be policed on the mainland divides itself into 6 large valleys.
(a) The Northernmost is the Lung Kwat T'au Valley which extends from Au Ha to Lokmachau, is 10 miles long by 2.4 wide.
This valley, the villages between Lokmachau and Sha Po, and the district between Au Ha and Sha Tau Kok and north of Sha Tau Kok to the boundary, will be policed from the Fu Ti Au and Starling Inlet Station. The number of men set down is now too large for the area to be covered.
(b) The Cha Hang and Lan Tsum Valleys are policed from Tai Po. This gives a 34 mile patrol out in one direction and a 5 mile patrol out in another, while there are the subsidiary valley of Un Iu, and villages at the west end of Plover Cove to be covered also.
(c) The three remaining principal valleys are the Pat Heung, Shap Pat Heung, and Ha Tsun. The first is 7 miles long
