I have the honour to submit the following memorandum on the requirements of the New Territory in the matter of Police.

I attach a list of the Police Stations, with the personnel to be attached to each, which I have already recommended to be established. Of these, those at Kowloon City, Sha Tin, Tai Po, Pu Ti Au, Un Long, Ping Shan, Tai O, Tung Chung, Yeung Shu Wan and Cheung Chau have already been opened.
3.
To man the stations that have been opened 75 Indian Police, 15 Chinese, 26 Land, 4 Engineers, 4 Stokers, Water, 8 Interpreters have been enlisted in excess of the Estimates.
4. The total strength of the Land Force is very little in excess of my original estimate made in August last, but which I cut down considerably in February last with a view to effect the greatest economy possible.
