The matter is that the frontier should be settled before then, how can arrangement be made by the Chinese Custom authority until this question is decided. They are to retire from three stations in Occupied Territory by them at the End of October, but until the Kam Chum Valley question is settled they cannot know where their stations are.
There is no ton, and there is no means of preventing smuggling, which is fairly unchecked at present across the frontier.
