appointment In the Public Works Department and; that his past service may count towards leave and pension and that he may be assured that he is now entitled to regular vacation leave and half pay leave, based on the time that he has already served.
As regards being placed on the permanent strength of the Public Works Department, I submit that no promise should now be made, but that when a vacancy occurs, Mr. Boulton's name might be submitted in the usual way and reference be made to the Secretary of State. In such reference, allusion can be made as to whether his past services are to count towards leave and pension. Mr. Boulton should be informed to the above effect, I submit, and also to the effect that the temporary nature of his engagement does not entitle him to regular vacation leave and half pay leave, but that if he makes an application for leave of absence, his application will be considered as the case of his colleague Mr. Mudie was considered a few years ago.
